It's written in the game description
" DRM:Steamworks (Requires a third-party download and account)
Activation:Must be activated on Steam"
Football Manager 2013 is a Steamworks Game, therefore it requires you to activate they key through Steam.
If you buy a Steamworks game in a box "from a shop" then you install the game and add the code to Steam in order to play. If you buy from a digital distributor (also a shop, actually), then you generally add the code to Steam and install the game.
You get the same thing in the end. Steam is required for online content, updates, and DRM.
Steamworks is being forced at retail as well. The Steam/Steamworks logo is absent or information of it being a Steamworks games is almost non descriptive. Very deceptive. The consumer is being forced to join Steam, the disc/gamebox/manual in reality is absolutely worthless. You can not resell it, its worthless.
If you set steam to offline mode then you shouldn't have too much of a problem. Just create a shortcut to the game and it'll be like Steam was never there.
