LOL at this situation
SO I finally figured out. If someone gifted copies of BL2 before they snatched them from our shelves (something they were quite active to stop, as it was almost impossible to create new accounts, as most people said), then those copies get activation keys.
What I'm suspecting here is that you will get NO refund at all if that's the case, so they cover their own asses. But what they're doing here is rewarding those smart enough to gift almost every copy they had, most like a "Well played, sir. Well played". So those who bought one copy hoping to play the game and didn't gift to anyone or were slow, you'll get a refund.
The rest... I just hope you at least gifted more than one copy, so they hurt a little. This is hilarious.

"Risking your GG account" doesn't mean much when GamersGate unilaterally revokes your orders, takes merchandise you've paid for and generally screws around. What exactly is anyone risking?
