Absolutely great expansion, much needed polishing and finishing, and with the PDMod, it just gets to be the ultimate 19th c. simulation.

My only gripe is the heavy performance hits in the end game when selecting navies and armies, but it's manageable.

This is an unusual expansion where the actual selling points are not the biggest deal, but rather, the massive amount of minor improvements and rebalancing makes the expansion good. Paradox has a history of making great games which are rather bland until their first expansion and this is no exception. It moves Victoria II from a good but unspectacular game to a really good one. At the end of the day, it is hard to argue with that.
